Just some quick background.

ICANN commissioned the report as part of the new STLD process.   The  
report also meets some of the GNSO Council's objectives for an  
evaluation of the sTLD process.
Miriam Sapiro was the project manager of the sTLD evaluation process  
and wrote the report which has been distributed today.
