Attached is the output of the discussion today, with respect to
identifying which criteria have the most support.

Criteria with all or strong support
=========================


1.      technical requirements  (all support)
-       if you wish to offer IDNs you must comply with IDN guidelines
(all support)
-       list of RFCs and other technical standards that must be complied
with (strong support)

2.      pay an application fee (strong support)

3.      demonstrate financial viability
-       viable operational plan
-       financial resource to fulfill operational plan  (strong support)

4.      must be a clearly differentiated space with respect to its
purpose   (strong)

5.      maintain requirement to use ICANN accredited registrars
exclusively to register domain names (ie an organization would first
need to become accredited before operating as a registrar for a new TLD)
(strong)

6.      The applicant must have mechanisms to ensure compliance with the
charter of the TLD, and addressing violations  (strong)

7.       Must comply with ICANN policies for TLDs   (all support)


Medium support
==============

8.      - Applicants for a new gTLD must represent a well defined
community   (medium)

9.      And  Registrants are limited to members of that Community
(medium)

10.     A new gTLD applicant must establish a charter that addresses a
defined purpose with eligibility criteria, and registrants must meet the
eligibility criteria.  (medium)

11.     Accurate verification of registrant eligibility (medium)

12.     Explain how the new TLD maximizes benefits for the global
Internet community (medium)
