Further to a request made during the Los Angeles meetings and a reminder on the GNSO Council call last night, please find attached a simplified chart which sets out a range of dispute resolution models and their application. This chart should be read in conjunction with the draft Implementation Plan which is in the updated version of the draft Final Report.

The purpose of the document is to facilitate further discussion of best practice dispute resolution models that could reasonably be used during the new TLDs application process.

The Committee has discussed at length the system used by WIPO to resolve disputes about name registration. The development of any dispute resolution model for the application could be based upon that which is used by WIPO but the purpose of any dispute resolution model in the new TLDs system is to resolve disputes between applicants or between applicants and ICANN. It is not about name registration disputes which may appear after an applicant has established its registry operations.

This is meant as the start point of discussions and we look forward to further discussion in Lisbon.
