users may be confused, or in a worst case, that the TLD might be used
for abusive or criminal purposes. This of course depends on the string
chosen, the policy associated with registration, etc., etc. Simply
putting .delta into the root doesn't mean that airline consumers will be
phished by the faucet people, vice versa, or at all.
