The term "Final Report" is a formal term in the PDP process.

For clarity - it is probably best to refer to the interactive documents
as "Draft x Final Report" where "x" is the draft number.

Once the Council has voted on the recommendations, then the relevant
Draft can be updated to "Final" status.   This will then reflect the
document used at the time of the vote.

Following the Final Report, the staff then create the "Board Report"
which incorporates the result of any vote, and relevant Council minutes
from that meeting etc.
