Please note the following comments and questions regarding Attachment to
Module 2: Evaluation Questions and Criteria.
Section 3, Scoring, page A-3, Evaluation, 4th bullet
"Communications between the evaluation teams and the applicants will be
through an interface. There will be one communication round per
evaluation where panelists can pose a set of clarifying questions to an
applicant."
* What happens if clarifying questions are not sufficiently
answered in the "one communication round per evaluation"?
* The chance of this happening seems higher considering that "all
communications will be through an interface" so it will put a higher
burden on the evaluation teams to precisely word their questions and
provide as much guidance as possible with regard to the type information
needed.
Section 3, Scoring, page A-25, Questions 57 & 58
Were the criteria and scoring sections intentionally left blank? If
not, what are the criteria and what are the scoring guidelines?
