Prevention of Spam/Scam/Cybersquatting

Many existing new TLDs have unfortunately acquired poor reputation
because a high percentage of domains under them are used in bad faith.
If the new gTLD scheme is to gain wide acceptance it has to make sure
that the reputation of the majority of new gTLDs will not be ruined by a
small group of bad guys. Otherwise users will hang on to .com/net/org
forever and no legitimate business owners will be interested in
participating in new gTLDs anymore.
