Hi there

 

Section 5.2.1 describes the technical testing section. If you are a new
applicant you have already invested USD185,000 for an application that
may end up with nothing. You are also asking this new applicant to
invest in new systems and software to ensure that they are technically
competant and they may never get a chance to use this software. This is
very restrictive and will severly restrict new entrants from
participating.

 

An option would be to grant the gTLD as long as the applicant is
technically competant within a prescribed period. At least they will
know that they are investing in hardware & software with the knowledge
that they have a gTLD.

 

If the above is not done only a select few will participate which goes
against ICANN's foundational principles to promote competition in the
domain-name marketplace while ensuring Internet security and stability.
