Rapid Dispute System

I am writing to express my strong disagreement with the proposed Rapid  
Dispute System.  It's totally unconscionable to take a "shoot first,  
ask questions later" approach to disputes.  Unless and until a dispute  
has been vetted, and is proven to be valid, the domain should remain  
in the hands of its owner without limitation.
