China Internet Network Information Center (CNNIC), the registry of “.cn”
and “.中国/中��”, appreciates the opportunity to comment on Draft Final
Report on Policy Aspects Regarding Introduction of Single Character IDN
TLDs. CNNIC welcomes the introduction of single character IDN TLDs in
general.
As an IDN ccTLD operator, CNNIC understands single Chinese character string
often shares similar meaning with a two-character Chinese string, and some
single Chinese Characters are used by Chinese people as acronyms to refer to
geographical names or other specific noun phrases. If not properly
addresses, it might cause users' confusion.
Moreover, many Chinese characters have one or more variant forms. Without a
decent variant management mechanism in place, introducing single character
IDN TLDs will also have big problems.
In conclusion, CNNIC suggests ICANN adopt the recommendation of the report
along with other mechanisms developed at the same time, such as variant
management mechanism and confusion detection mechanism.
