<BR>- changed suggested editorial changes based on Olof's comments <BR>- moved 
evaluation from string similarity review to dns stability panel <BR>- added 
footnotes to some items in response to comments received <BR>- generally 
organized as follows: <BR>1. Introduction &amp; Background <BR>2. Policy 
Aspects of Single Character IDN TLDs <BR>3. Implementation Recommendations on 
Single Character IDN TLDs <BR>4. Suggested changes to IDN ccTLD Fast Track 
Implementation Plan <BR>5. Suggested Edits to New gTLD Applicant Guidebook 
<BR>Appendix A: Viewpoints on the Identified Issues: <BR>Appendix B: Working 
Group Members <BR>Appendix C: Summary &amp; Responses on Public Comments for
