Hi Everyone,
First of all a brief proposed agenda for today:
- update on Single Character IDN TLD implementation
- update on work at VIP
- meeting arrangements at ICANN Dakar
- JIG WG meeting
- Public session on Universal Acceptance of IDN TLDs
- continue discussion on Initial Report for Universal Acceptance of IDN TLDs
Since it seems most may not be able to join the call today, I am starting the
discussion of the last item in this thread over the mailing list first.
A couple of first drafts for the Initial Report on our 3 item: Universal
Acceptance of IDN TLDs have been circulated and discussed earlier, and it seems
we have generally exhausted the stocktaking on Sections: I. Background &
Related Works; and, II. ICANN Policy and Coordination Considerations on the
Universal Acceptance of IDN TLDs.
For the Initial Report, we will also include some preliminary thoughts by the
group on how to address these identified items so that we could solicit
community input about them through public comments in preparation for the final
report.
Here are some further thoughts (beyond the v0.2 draft: URL) on
III. Preliminary Viewpoints & Possible Approaches (not perhaps in wording for
the report, but for discussion):
1. Are there policy aspects to be considered and/or policies to be implemented
at ICANN?
a) Budgeting policies?
Looking at the intermittent work on the subject of Universal Acceptance of
TLDs, the need for ongoing advocacy and education work on the subject, as well
as the importance of which in light of the introduction of new IDN ccTLDs and
the imminent introduction of new IDN gTLDs, it seems reasonable and useful for
the ccNSO and gNSO to request ICANN to consistently allocate budget for this
item. Perhaps at least for the next few years (~5?) until the issue becomes
better ingrained into the technical workings (software and systems) and
understanding (developers and administrators) of the Internet.
Based on the budget allocation, a staff team and a standing committee including
subject matter and community experts should be convened and maintained to
oversee the implementation.
b) Registry policies? IDN ccTLDs and/vs. IDN gTLDs?
Even though there is substantive difference regarding ICANN's role between
ccTLDs and gTLDs, it may be useful to, as a policy, request that all IDN TLDs
(including IDN ccTLDs and IDN gTLDs) to commit to promoting Universal
Acceptance of IDN TLDs at least within their systems. For example, that IDN
TLDs would accept nameserver records with host names containing IDN TLDs.
2. Which organizations should ICANN work with on the issue and how should ICANN
identify such organizations?
Following from 1a. above, the standing committee should coordinate on a list
and to maintain relationship with such organizations in the aim of promoting
Universal Acceptance of IDN TLDs.
3. Which areas should ICANN focus its efforts and exert its influence on?
On this area, instead of trying to come up with an exhaustive list of software
and tools, perhaps a better approach may be to split into 2 broad areas:
- Root, TLD Registry and Registrar systems
- Software systems utilizing Domain Names
For the first one, it is clear that ICANN has better influence over, and again
following from 1a above, the standing committee could help coordinate
checklists, materials, and work with the appropriate entities to ensure
Universal Acceptance of IDN TLDs. E.g. that the root/IANA WHOIS can accept
name servers and contact emails containing IDN TLDs.
Here, should also include elements regarding proper handling of IDN Variants
(this should be further expanded based on the work from VIP and our own work
later)
For the latter, perhaps to further breakdown into 4 categories:
i. Input and interfaces (e.g. browser URL bar, registration interfaces with
domain/url/email fields, etc.)
ii. Operational processes and storage (e.g. mailing lists, contact databases,
etc.)
iii. Rules, security and peripheral interfaces (e.g. spam filters, data
analysis systems, etc.)
iv. Output and reporting interfaces (e.g. system displays, reporting, user
interfaces, etc.)
The idea is to come up with a reasonable framework such that a standing
committee (from 1a.) could help coordinate the maintenance of a list of systems
and points requiring special attention relevant to Universal Acceptance of IDN
TLDs.
4. What types of work should ICANN and the ICANN community place its efforts
and priorities on?
For this area, I think perhaps we can remain relatively open and simply ask
some questions to seek community input. The idea is this would generally form
the charter of the standing committee that is proposed to be formed.
Comments and thoughts of course welcome through this mailing list and/or in our
call about 5 hours from now.
