Some comments on the letter.
- I am in agreement with the points it makes and only have some minor comments.
- I think we should spell out the acronym JIG in its first use
- Re: Chinese IDN TLDs, the prohibition of Single Character IDN TLDs would
effectively devoid the community of single-syllable-single-word TLDs, which is
otherwise acceptable for English and other alphabetic based language TLDs,
creating an unjustified situation of inequity, and significantly hindering the
adoption of IDN.
I don't think a comparison to English single character is helpful here, as
there are really only 2 words I can think of that are single character in
English. Also single syllable words are allowed in ASCII, just not single
letter. Might be better to leverage the idea that the single character word in
Chinese eliminates some large number or even percentage of viable word based
labels (i don't know the number but I am sure someone does) and indicate that
such a limitation is not placed on any other script/language.

I think you can drop 'to beyond the first round' it is confusing. Saying
without restriction should be sufficient. If you want then phrase it:
