Dear Edmon,
After the last JIG meeting on 3 April 2012, I am supposed to provide some
points for forming the comments by the JIG on the latest VIP Project Plan.
These are as follows.
1. An opening to thank the work of the VIP team so far and appreciate
the opportunity to provide comments
2. As the Project Plan emphasizes Projects 3, 5 ,6 which are to be
completed by November 2012, we can provide comments on these projects one by
one.
3. Project 3 is to do a feasibility study on whole-string variants.
Those who have been involved in IDNs know that many language/script
communities have been primarily dealing with code-point (or character-based)
variants rather than whole-string variants. This is because whole-string
variant is a much more complex issue as it is related to semantic (meaning)
rather than just syntax or structure. Any mechanism or policies based on
semantic will be much harder to define and automate. Looking at whole-string
variants without first tackling character-based variants is like "putting
the cart before the horse". Moreover, for many languages or scripts, there
is no need to address the issue of whole-string variants in the context of
domain name registration. Putting project 3 at a high priority will
therefore cause unnecessary delays to implementing IDNs for those language
or scripts.
4. Project 5 is to examine the technical feasibility of mirroring.
Putting mirroring at such a high priority is a surprising move to many
language/script communities as some of them have already satisfied the
requirement of bounding variant IDNs to the same IP with different
implementations such as parallel provisioning, application-level checking,
or simply just not restricting these IDNs to point to the same IP. This is a
community decision and the registry should be in the best position to decide
which implementation is the best. Again, the apparent insistence of the VIP
Team on a "one size fits all" approach is simply impractical and
unrealistic. Project 5 is still useful from a technical point of view but it
should not be on the critical path. E.g. the Chinese communities have been
using parallel provisioning for variant IDNs for a few years and find it
working very well.
5. Project 6 is to examine the user experience implications of active
variant TLDs. There is really no need to undertake this project because
different communities have different needs, and for different reasons. Apart
from satisfying the natural curiosity of human beings, this project serves
no purpose in coming up with the framework for handling variant IDNs.
6. Overall comments: insisting on having a "one size fits all" solution
to the issue of VIP variants covering all languages/scripts is not going to
work. The Team should recognize that different communities/scripts require
different approaches, mechanisms and policies. A feasible way forward is to
establish a "base IDN variant framework" on which each language case study
team will be able to carry out their respective feasibility study against
the 8 projects proposed by the team. Only through such approach will
productive results be obtained in a reasonable timeframe.
I hope the above provide a good starting point for developing the full
comments, and I apologise for my late provision of the above.
