ICANN meetings

In trying to avoid a view that ICANN is US-centric, proposed meeting schedule
ended up not considering airfares, where for LAC region the cheapest region,
besides its own, is North America, and Africa, where the cheapest region,
besides its own, is Europe. This makes North America and Europe continents
that should be more frequent for meetings to foster participation from Latin
America/Caribbean and Africa.
My suggestion is as follows:
- Hold the first meeting of the year in two cities in North America, one near
the Atlantic Ocean and one near the Pacific Ocean
- Hold the second meeting of the year in two cities in Europe
- Rotate the third meeting of the year through Asia-Pacific (2014), Latin
America/Caribbean (2015) and Africa (2016). (years were chosen to avoid FIFA
World Cup in 2014 and Summer Olympics in 2016, both occurring in LAC)
Equality of regional rotation is important, but equality should be assessed not
only by where the event is located, but also by how much effort is required
from the other regions.
Choosing of the North America and Europe cities should favor airline hubs
operated by at least 2 major airlines.
