<P> Secondly the attributation is confusing as the URL provided is not

<P> The only concerns offhand which seem to glare out are, XML is the
preferd format</P>
<P>for this data escrow solution being suggested, which is not yet a standard

<P>format and is being challanged strongly by OOXML by microsoft within the </P>
<P>ISO. The second concers I see is with the DISTRIBUTION OF PUBLIC
KEYS</P>
<P>section, which seemingly ask for those keys by the registry to be
transmitted</P>
<P>to in an unsecure manner which opens up any follow-on data or
communications</P>
<P>of sensitive data to miscreants of various sorts and is a strong target for
fraud</P>
<P>as a result. I doubt that this method/proceedure would pass muster in

<P>any reasonable audit.</P>
