Stability and .NET
Dear Dr. Twomey and Members of the ICANN Board, Thank you for the opportunity to provide comment on the proposed .NET RFP posted on the ICANN web site. In July, 2004, ICANN's Security and Stability Advisory Committee issued a significant report on the operation and launch of a new wildcard service in the .COM and .NET TLDs. Specifically, the Committee found that both the abrupt launch of the new service and the method by which the wildcard service handled queries had a negative effect on the stability of the .COM and .NET TLDs. (See, http://www.icann.org/committees/security/ssac-report-09jul04.pdf) Suprisingly, however, the "Security and Stability" Section of the .NET RFP (Section 6) asks no questions about how the .NET operator would handle proposed new services similar to those addressed in the SSAC report. Accordingly, I propose that ICANN add a new question 6(d) to the following effect: "Describe in detail your arrangements to provide a stable environment in which the registry infrastructure is to be operated and how you would propose to handle any changes or updates to registry services in such a way that stability is maintained."
