AMENDMENT OF THE BY-LAWS OF ICANN -PUBLIC COMMENT(CONFIRM CODE No.20b279c1a9dfd104)

Dear Sir,
The revision of the Sections 2.2 and 2.3 of Article VI of the BY-LAWS of ICANN 
by redefining the term "DOMICILE" is not considered as per me appropriate for 
the following reasons.
A person who is by birth a citizen of a country and has lived in that area for 
nearly 20 years is sure to have the knowledge of the geographical conditions 
prevailing in that country,He has the knowledge of the culture ,traditions and 
languages and other affiliation pertaining to that geographical area .He will 
be fully aware of its manpower,resources and the necessary requirements of his 
country and what best his country can contribute to the world economy and he 
can share his knowledge which he has acquired not only as a course of his study 
but also of the original knowledge which he has acquired from his ancestors and 
manuscripts which will directly connect him  to his geographical area.The human 
tendency is such that where ever they are physically living/residing due to 
their professions/business or obligations yet their mind will only concentrate 
on the place of their birth and its development but not on the countries which 
have supported them for
 few years.A foreign land is a foreign land although that country has accepted 
him as its citizen.
The word" DOMICILE"must be associated with the candidate's /member's birth and 
20 years of his residing in that country of his birth.So that ICANN being an 
international body can have representation from all Geographical areas as that 
will contribute for the actual international participation than fiduciary 
participation based on this new definition of 5 Years of residence along with 
filing of Income Tax Returns  which will totally takes away the real 
participation of the international community for the Internet development.
