Citizenship should be a requirement. If a foreign interloper lives and works in
a country and therefor region. There is no scenario where he should be the
representative of that country.
Either the interloper is associated with a representative group of that country
and can therefor proffer forth a citizen capable of representing that country
or he is a loner that in no way reflects the representation of that country.
I have worked in and for countries, France, Mexico and Vietnam and never found
an absence of qualified persons to represent that country to the world. Where
could we possibly find such a region?
Perhaps by-laws should be more concerned with an outreach and less concerned
with restrictions. The restriction of citizenship reflects the necessary
commitment to the region.

Please get over the use of the word interloper, without further adjective it is
meant as purely objective.
