I am going to follow up my comment with some questions,

What does it mean from a global perspective "to protect" all nonprofits?    
Protection from online fraud? Protection from exploitation? Protection from 
ICANN's expansive gTLD policy?

Both terms "protect" and "nonprofit" need well articulated definitions in order 
for any policy objectives to succeed.

Dear All,

I have great reservations about this without putting a lot more thought into 
it.  The US  definition of a nonprofit does not translate globally.   This is 
the challenge faced by any entity who claims to represent the nonprofit 
community.   In keeping with ICANN's global focus, there should be articulated 
principles with delineated criteria and not definitions derived from any 
particular legal code.   Treaties and conventions could certainly provide some 
guidelines and well as generally recognized standards of what constitutes a 
nonprofit or nongovernmental organization.  I support some exceptions in very 
rare cases based on select circumstances.  Klaus calls this the UN +10 model 
and I think it is the sensible approach.

I also support protection of all nonprofits.  I would request that nonprofits 
be defined broadly to encompass all 501(c) entities pursuant to the U.S. tax 
code.  There are different categories of nonprofits in the U.S., and I'm not 
sure about other countries.

Greetings. It looks very much to me that protection for all non profits should 
become one of the policies of NPOC. I would like to hear from anybody who would 
have strong objections to this and also those who support. I think that as a 
next step the Chair of the NPOC Policy Committee should create a working group 
on this and come up with a draft proposal text that we can feed into the ICANN 
and other ecosystem as soon as possible.
