NPOC Chair Report to GNSO Council

Activities since Prague:

1. Outreach effort to international not-for-profit organizations  that have not 
engaged in the past with ICANN such as <http://Telecentre.org/> 
Telecentre.org<http://Telecentre.org> and World Summit Award
2. Creation of a Program committee. Call for nominations and an evaluation 
committee. Appointments of Marie-laure Lemineur from Costa Rica as Chair, 
Programs Committe, of Poncelet Ileleji from The Gambia and of Olivier Kouami 
from Togo as co-chairs
3. Lively debate on npoc-voice re protection of INGOs and NGOs in general, 
indicating that special protection for a few does open the floodgate of 
protection requests by many.
4. We have designed a 2-year NPOC outreach strategy
5. We applied for and were granted a side session slot at the IGF meeting in 
Baku and will deliver the contents in collaboration with NCUC. The side session 
theme is the importance of civil society to Internet governance.
6. We are working out the devilish details on the NCSG membership application  
form, interpretation of admission criteria and resources needed to process in a 
timely manner. We hope to finally hit business as usual on that front in a 
matter of days and suspect that we will need staff help if we are to avoid 
reputational risks and put this issue to final rest. We cannot afford any 
further delays in unfolding our outreach plan, so essential to being welcoming 
and inclusive to civil society at ICANN.
7. We have about 50 members, give or take the uncertainties just referred to. 
As serial optimists, we continue to recruit NPOC members on a regular steady 
basis, the bulk of our new members being from developing countries and emerging 
economies. We estimate the latter to represent about 30% of our total 
membership but well over 60% if you consider only the latest applications. 
Given that there are millions of NGOs in the world, these numbers remain modest 
by any measure;
8. We are planning a robust involvement in WSIS 2013 in partnership with the 
Global Knowledge Partnership Foundation; I will know more when I report to you 
again in Beijing.

Hihglights from Toronto:

1.  This morning we held a 90 minutes panel session on the subject of 
"Multi-Stakeholder Models" in collaboration with At Large colleagues. We had 
excellent presentations by Dr Sam Lanfranco, professor emeritus at York U. Here 
in Toronto, by Rinalia Abdul Rahim and Evan Leibovitch from At-Large. It was a 
frank success and we are planning follow up events in Geneva and Beijing in 
2013;
2. I'm sad to report that 3 of our African members could not join us here in 
Toronto for reasons of visa difficulties; I have also accepted the resignation 
of our Vice-chair Lori Shulman for personal reasons. We are very sorry to lose 
her extremely valuable expertise and warmly wish her good luck on her future 
challenges. We will appoint an interim vIce-chair until we can effect our NPOC 
charter provisions to appoint an elected replacement.
3. We had planned to have a second session in Toronto on the subject of "the 
Impact of new gTLDs on the NFP/NGO communities";  but panelists were unable to 
find a time slot where they could all be present.
