Dear Poncelet,

This is great news!

NPOC is not a legal entity. I recommend you and your two Board members
register immediately on the ICANN 45 website at

https://registration.icann.org/register.php?id=toronto45

During orafter that registration process, you will prompted if you need a
visa letter from ICANN. That letter will be sent by email attachment to you
and your colleagues and you can present that at the Canadian embassy in
Dakar.

That's my recommendation
