Once I started the research the ideas lead me in directions I had not expected. I offer the paper as a basis for dialogue and will state that after dialogue I frequently have to eat my own words (a very high fiber diet!). All are free to send comments, brick bats, whatever, prior to the panel and I will try to learn from and accommodate anything that comes in. Remember that I am the NPOC and MSM ICANN outsider here and the purpose of the panel is to prompt dialogue, not offer targets. We have an saying here, from long ago. It is said that when an outsider approaches the perimeter of a camp, one first response strategy is to shoot them with an arrow. So, fire your arrows before the panel, when the distance is greater. I am coming Wednesday without a safety vest.
