Hi Alain and thanks for reaching out
Olevie has not yet submitted an application but did create a User ID and 
Password for the application system.
The letter of support needs to come from an individual, such as yourself or 
Wilson.  Simply state how you know him, why important for him to come to Durban 
and how his work pertains to ICANN.  The letter should not come from an entity 
such as NPOC but Olevie should put that kind of information about being a part 
of NPOC in his application where requested.
Application round closes this Friday, 22 Feb at 23:59 UTC as shown on the 
Fellowship webpage<http://www.icann.org/en/about/participate/fellowships>
