Dear ICANN Board Members,
Please do not implement the proposed variable pricing plan. This plan may be
fair for large and well funded organizations that can afford such charges as
just the cost of doing business. However, there are a lot of small
organizations doing good work on very limited budgets. Is is hard to imagine a
fair system being implemented that would not threaten the existence or
operating efficience of groups doing the Lord's work.
It is not fair for the smaller organization that operates on a limited budget.
Also, and perhaps most importantly, it will be almost impossible to fairly
administer such a system - either there will be too much subjectivity in
establishing and enforcing the criteria for the pricing or there will be a
requirement for information that will both violate the separation of church and
state and exceed the authority of ICANN as originally intended in the original
approval of its existence and control of the internet.
The approval of this plan is sure to result eventually in Congress implementing
a system that protects the separation of church and state rights of individual
private and religious organizations.
This kind of a plan could lead to nation by nation implementing there own
system and causing confusion and disruption in the smooth efficient operation
of a world-wide internet system.
Yours Respectfully,
Val Spangler, Kid Knowlee Productions
