For example, someone who is not currently being paid to accomplish a
goal within the Council or a TF, but is promised a fee if the goal is
achieved. Comparable to a contingent fee for a lawyer in the US.

as to the "interests" covered in this statement, i believe that
specific reference s/b made to "executory" or "contingent" interests as well..
