Liz, Maureen et al,
    On behalf of the ISPCP constituency I want to stress the need to
engage independent experts.  We strongly believe that objective,
outside expertise is indispensible to facilitate and lend credibility
to our efforts.
    Make no mistake, the ISPCP constituency believes that the work of
this PDP should proceed with all due dispatch.  We are concerned about
schedule slippage.  But we are confident that the retention of experts
will accelerate our progress, rather than hinder it.
