Colleagues

As the Rapporteur Groups get underway, it would be helpful to work out how the groups and the broader TF wish to deal with the use of experts (rather than expert materials).

As a general guide, we'd want to see a fairly diverse representation of a broad set of interests. The Rapporteur Groups will need to let people know where suggested experts are from and what their backgrounds are.

The GNSO Policy Development Process guidelines are pretty clear and include the following "directions".

Section 7 d 2. Outside Advisors. The task force, should it deem it appropriate or helpful, may solicit the opinions of outside advisors, experts, or other members of the public, in addition to those of constituency members. Such opinions should be set forth in a report prepared by such outside advisors, and (i) clearly labeled as coming from outside advisors; (ii) accompanied by a detailed statement of the advisors' (A) qualifications and relevant experience; and (B) potential conflicts of interest. ...
