Westlakes recomendations

To whom it may or should concern,

  A spokesman for INEGroup, and after some consideration
and review, we respectively but strongly disagree with Westlakes
recommendation for dual accountability of the Root server operators,
RSSAC and ICANN.  It is clear that such a paradigm given ICANN's
very mixed history that such a consideration would likely lead to
serious security and integrity problems that would be very difficult
and expensive to correct at a later time, and equally would perhaps
be detrimental to any consistent or relatively so, operation of the
Root servers.
