this is broken
it is yet another example of constraining the technology to the
intersection of the anomalies of all the applications and protocols.
this approach leads to an ever shrinking universe. not good.
dotless domains are used and useful now in the apps and protocols where
they work. the correct solution is to fix the apps and protocols.
