Issues with dotless domains

The fact that dotless domains don't always work would be an issue only
to the TLD administrator, and it could be made clear by a disclaimer
why they won't work and why this won't change in the foreseeable
future, if it wasn't for security issues. Many users got used to
associating dotless hostnames to resources inside their network, and
that same association is sometimes embedded into applications (like
Internet Explorer security zones).

These security issues are the reasons ICANN should consider whether to
block dotless domains or not. The lack of functionality, even if
widespread, is part of the due diligence a TLD proponent or
administrator should do.
