Verisign's fees should be required to go down over time not up. Moores
law continues to push costs down.
They have received enough of a free ride...
What would it cost if the provisioning of this service were put out to
competitive bid? The price would go down, not up.
This proposed settlement is evidence that you are failing in your
obligation of being a good steward of what you have been put in charge of.
