All you've done is introduce an unnecessary step. One that would delay and
politicize the process. If a string is illegal in, say, Ruritania, let any
actions start in the courts of Ruritania. There is no need for a GAC review or
any other kind of a panel

And my further point was that this would all end up in court - where it should.
Think of this as a way of winnowing out highly contentious
strings/applications, and transferring them to the courts, where they belong.
