The list was started on July 2, 2010 after the Brussels meetings, more 
particularly it arose out of the GNSO Council wrap-up session as an action item.

A call for participation was sent to the Council on July 8, 2010 wherein it was 
noted that the group is not restricted to Councillors

Since then there has been no official call for participation that has been 
issued, but going through all the requests received to be subscribed to the 
list, it would appear that the word has gone out via council members to their 
stakeholder group/constituencies.

Please let me know whether there should be an official call for participation 
via the stakeholder groups/constituencies, the ALAC and the GAC. You will see 
that the GAC liaison staff support, Massimilliano Minisci is on the mailing 
list, but I also know that he has been away so may not have been active passing 
on messages.
