It did appear to serve as a halfway measure. However, a consolidated large
objection, with many well-crafted similar-but-different grounds for an
applicant to address, still serves as an artificial barrier. In ALAC WG
discussions we also perceived many ways in which the process -- even with
the consolidation taken into effect -- could be fairly easy to game. So we
not have much faith in its value to deter a determined DoS attempt.
