Peter,

Not a conclusion, more of a question, or new issue.

We were appraised that the the GAC have an interest in municipal public
administrations from less (or under) developed countries (or regions) as 
possible applicants under the eventual applicant support program.

Speaking from personal recollection, my impression is that our language
on the standing of governments-as-applicants, as well as our language
regarding geographic identifiers, are related, and reflect concerns about
national governments as applicants and country and regional names as
strings.
