It's better than silence, but to me indicates a missed opportunity.
The statement as-is simply restates the GNSO's interest in the goal --
already made at the time of chartering -- without actually supporting the
strategies painstakingly taken by the JAS WG to get there.
An endorsement of the direction to date, and/or real feedback such as other
ICANN communities and even the Board are providing, would be more helpful at
this time.
I am thankful that the statement encourages applicant support to be enabled
during the first round, but I would hope for more.
Just my opinion,

PS: If there is an opportunity to provide direct feedback to the motion I
would certainly suggest taking out the Latin. These statements are for a
diverse global audience, and needlessly using legalese impedes the ability
to communicate.
