Elaine,

A template should help, it is something we've talked about as a non-cash
form of applicant support so it is nice to see the gTLD consultant market
"disrupt" from the RSP-specific-for-FEE to RSP-specific-for-FREE.

For those who weren't involved, there was a two day meeting in Heliopolis
Tuesday and Wednesday this week organized by the ICT Divsion of UN-ESCWA,
featuring presentations by vendors (CORE, GMO, AUSREG, CENTRALNIC, ...)
and intended to inform and engage the larger ccTLD/ISP/NGO/Investor
community. It was entitled "Partnership Building Forum for the Implementation
of the Arab TLDs ".arab" and "عرب." 

Without assuming an outcome to the GAC's question about municipal and
regional administrations, though I think we have an answer there, or
its applicability to an application by two or more central governments,
which could go either way, I think about this application as a model
for a two-script, no registrars, linguistic community or identity kind
of applicant, having some properties common to any application from
either an underdeveloped economy or a script other than Latin.
