Yes as I wrote the original words, though they might have differed a bit
The idea was that someone proposing a project should bringing evidence of
previous projects that had been funded and had been completed.
And if they could bring evidence form the funding agency that they had indeed
used the money well, followed the acocunting procedure and been successful,
that would be good info for the committee to have.
