Blurry proposal

I think the ".cat "sTLD proposal is either
- a backdoor to skip using the existing ccTLD ".es" for the Catalonia Autonomous Territory within Spain, where Catalonia is legally included as of today; else
- an ill-addressed way to identify a cultural community; would it make sense to set up an sTLD for each existing language around the world? There must be many other ways (more sound ways) to cope with cultural identities.
