First I wish to say that Catalan is not just limited to a region of Spain so
.cat.es is not the answer here.
I say that ICANN should approve this application.
The one thing to keep in mind here is that there are hundreds of language
groups / ethnic without a "nation state" around the world so ICANN will need
to be prepared to consider those applications also in a subsequent round
should they also apply.
