It is not clear at all that any new gtld's are necessary or useful. Taken to
a natural conclusion, every string has as much right to be at the root level
as any other string. The value in limiting the set is the operational
reality of scaling, both in infrastructure capacity as well as in legal
practice. Given the need for scaling in line with legal practice, the only
strings that should be allowed in the root zone are the CC-tlds. No new
gtld's should be granted, and all existing ones should be vacated within a
reasonable timeframe such as 3 years.
