We,KRNIC(Korea Network Information Center) intend to state
opposite views from '.tel' TLD proposals.
The following are three reasons which we base on.
The first is a view from the side of current ENUM
status. Up to now, ENUM has not yet been activated and organized
completely. e164.arpa is in charge of official management of ENUM TLD,
and Tier1 delegation to each country has not yet been over. Therefore,
the appearance of '.tel' TLD is most likely to confuse ENUM address
system.
The second is a view from the side of user. An internal
transaction of ENUM can't be seen by users, who see only the result of ENUM
service. For example, if one ENUM domain registers in .tel DNS and .e164.arpa
DNS differntly, user who doesn't know whether it uses .tel or e164.arpa can
get the unitended data from ENUM. So, the creation of .tel is likely to
violate the uniqueness and globalization of ENUM.
The third is a view from the side of registrant. If a
conflict regarding registration occurs among the users, it will perhaps not be
resolved easily because the management of '.tel' domain is under the private
company which might not follow the standardization of ENUM conflict
resolution which is under discussion.
For these reasons, the creation of '.tel' should be
disapproved.
