     Dear Sirs,

     I,   Ramiro  Sánchez  de Lerín, attorney in fact and Vice Secretary of
     the  Company  and  of  the  Board  of  Directors of Telefónica,  S.A.,
     global  telecommunications services operator, acting for and on behalf
     thereof,  appear  before  this  Organisation,  ICANN,  and in relation
     relation  to  the .tel application, the new sponsored top-level domain
     (sTLD)  application  submitted  by Telname Limited, hereby, within the
     "public  comment period for Proposed Sponsored Top-Level Domains" open
     from  1  to  30  April  2004,  I  express  Telefonica's  view that the
     aforementioned  .tel proposal should not be successful and the grounds
     on  which  its  objection is based and on which, according to the law,
     ICANN should not approve that proposal.

     I  detail  those grounds in the doc attached to this letter, where you
     can  find,  in  summary,  that:  the .tel/Telname application is not a
     simple  application  on  a  new TLD and its approval is not within the
     area  of  competence and the powers of ICANN, that it does not satisfy
     the  requirements  to  be a "sponsored top level domain", that it does
     not  take  into account national and international regulations nor the
     international  community,  and  that  it  has  serious shortcomings as
     regards  intellectual property, data, privacy, consumer protection and
     competition.

     By reason of the foregoing, I request that ICANN, deeming the comments
     contained  in the enclosed document to have been made by Telefónica in
     due time and form, having examined and assessed and in accordance with
     those  comments,  should  reject  the  .tel  proposal  made by Telname
     Limited.
