According to the cover letter on page 3 of the draft ICANN Strategic Plan,
"The development of this draft plan has been based on consultation with
the community through workshops at ICANN meetings."
This claim is false. The posted draft is not "based on consultation with
the community." In fact, the draft ignores almost all of the comments and
suggestions made by interested members of the community.
The posted draft incorporates *none* of the comments or results of the
ongoing "consultation" on transparency and accountability principles, even
though those were supposed to be included in the Strategic Plan.
The posted draft does not reflect community consensus, and should not be
adopted without substantial changes to reflect community consensus.
In particular, an ICANN Strategic Plan should not be adopted unless:
(1) It explicitly acknowledges, as part of the "Key challenges for ICANN",
(A) transparency, (B) accountability, and (C) perceived lack of legitimacy
of ICANN in the opinion of a large portion of the Internet user community.
and
(2) It includes in its "Strategic Objectives" concrete actions to address
these challenges of transparency, accountability, and legitimacy, as were
suggested in prior comments (ignored by ICANN) on the strategic plan and
on the transparency and accountability principles to be included in it:
