Chinese Domain Name Consortium (CDNC) appreciates the opportunity to provide our
comments and express our support to ICANN¡¯s Implementation Plan for 
Synchronized
IDN ccTLDs. 

CDNC, established in 2000, is the authoritative and widely represented Chinese
language community multi-stakeholder IDN platform for Chinese Domain Name 
related
technical standards, administrative and registration policies, and DNS 
operation.
CDNC is the first in the world language community-based IDN technical and policy
coordination body.

Today, there are more than 400 million Internet users who are using Chinese as
primary language, which makes Chinese the second most-used language on the
Internet. There is a pressing need for Chinese TLDs.

CDNC would like to express our strong support for appropriate solutions that 
will
enable the immediate implementation of the simultaneous delegation of Simplified
and Traditional Chinese TLDs. CDNC believes that the Synchronized IDN ccTLDs
Implementation Plan allow Simplified and Traditional Chinese TLDs to be 
delegated
in the root simultaneously. 

The Chinese language community is using both Simplified and Traditional Chinese
writing forms. Delegating only one of the forms in the root will pose a threat 
of
arbitrarily changing the Chinese culture and tradition. IDN implementation 
should
address users¡¯ needs, not create new problems.

Since 2000, CDNC has been researching and developing Chinese Domain Name 
solutions
and has contributed to the standards of managing Chinese characters in the DNS,
including but not limited to RFC 3743 and RFC 4713. Over the last ten years, 
CDNC
members¡¯ operational experiences have proved that simultaneous delegation of
Simplified and Traditional Chinese TLDs do not pose any security or stability
issues to the DNS. 

We welcome ICANN¡¯s efforts in developing a procedure which would appropriately
delegate Chinese TLDs in the root. We would like to see the approval of
simultaneous delegation of Simplified and Traditional Chinese TLDs by ICANN 
Board
as scheduled. Any delay will affect ICANN¡¯s goal: One World, One Internet,
Everyone Connected.
