Part of my point is that, by publishing such a list, IANA can be
seen to encourage the practice of using hard-coded lists of TLDs.  I
would recommend to add some additional notes to the IANA web page
which spell out in what contexts this list is useful, and in what
contexts its use is a truly bad idea.
