fraud in transfer

Despite clear fraud in the transfer of panix.com, melbourneit.com
helped the transfer go ahead and refused to do anything to transfer
the domain back.

I think the policy under C should include that a registrar who
improperly accepts a fraudulent transfer and refuses to undo it
immediately upon notification should be required to post a cash bond
of not less than $1,000 for each domain transfer it accepts, which
will be returned in one month if there are no complaints about any
transfers (and all its bonds will be forfeited if it refuses to act
immediately to reverse any improper transfer).
