Hello,
the AUTH-INFO CODE should substitute the need of send out FOA mails for
incoming transfers. If a GR has the AUTH-INFO CODE from the current
owner, this should be enough!
In the real world, no GR can get AUTH-INFO CODE's if the Registrant
does not present it to him. If a Registrant wants to change his
Registrar, he usually submits an order to his new Registrar and sends
him the AUTH-INFO CODE.
It's not necessary - and double the work - when the Registrar has to
send out a FOA and wait for an answer.
Additionaly, it should be checked if the 5-day timeframe still makes
sense. (If I have the AUTH-INFO CODE, why the LR is still allowed to
send an NACK?) Since there is a Policy and possibilities to transfer back a
domain, ICANN should fix this legacy problem.
