I think the URS will lead to increased abuse and frivolous complaints.

The penalty for frivolous complaints should be much higher. If the 
complaintant loses, the aribitrator should be required to rule on 
frivolous/abusive complaints for EVERY domain in the in the complaint. A 
pattern of frivolous complaints should have a bigger penalty. A pattern 
of frivolous complaints under URS should also be considered by UDRP panels.
